Gary Petersen (GP) opened the meeting. Terry Emery made the motion that the August Minutes be approved as written with no changes, deletions or corrections, GP seconded the motion.
Jim Curley (JCP) distributed the August 2006 Financial Statement. We have four homeowners who are delinquent in paying the association fees totaling $2,220. Two have been turned over for collections.
The re-roofing on building one has been completed, inspected and approved by JCP and the Nashboro Greens Board, so now the roofing invoice can be paid in full. There were no major repairs for the past month. Jim Grinstead (JG) voiced his disappointment in the fact that JCP had not provided the Board with a list of all repair requests with the date of notification of the problem, the date anticipated work would be done and date of completion. JCP provided a partial list at the meeting, stating he misunderstood JG’s request, and would make sure the Board was aware when requests come in during the month. JG was disappointed in the time it took to get some things done, but was pleased that this problem was getting better.
The no parking signs are now ready to be put up in the remaining Visitor Spaces. JCP will be sending out letters to all homeowners letting them know that starting October 1, 2006, illegally parked cars will be subject to towing if parked in the visitor spaces. Letters will be sent first, but those who continue to park in the visitor spaces will be towed. Since JCP can’t be on the premises 24/7 the Board will help police violators. Parking continues to be a problem, not just for Nashboro Greens, and the Board has been trying to come up with a solution everyone can be happy with. Any suggestions from homeowners would be appreciated, but so far the Board has received none, even though a letter was sent out requesting suggestions earlier in the year. Until a different solution can be found, we have no alternative but to follow the CCRs.
In the same letter JCP sends out regarding the parking spaces, he will again address the issue of garbage cans not being left outside units. Article XII(k) states: “All garbage cans shall be located or screened so as to be concealed from view of neighboring units, streets and property located adjacent to the unit, except that garbage cans may be placed at curbside on days designated for trash pick-up for that particular unit. All rubbish, trash, and garbage shall be regularly removed from the properties and shall not be allowed to accumulate thereon.” All garbage should be stored in the unit garages except on Friday when we have trash pick-up. Garbage cans are not to be stored outside units.
The second annual picnic will be Saturday, September 23, 2006 from 5:00 PM to 7:30 PM in the common area at the end of Phase One. The Association will be providing hamburgers and hot dogs, JCP will again provide baked beans. JG is contacting local businesses for donations. All Nashboro Greens homeowners are invited to come, if they would like to bring a dessert that would be great. Soft drinks will be provided, however, if anyone wants something different they will have to bring their own beverage. Our insurance will not permit the Association to provide alcoholic beverages.
There is an area behind building two that has been an “eye sore” for some time. The Board thought it was owned by the golf course and the golf course thought it belonged to The Greens. It belongs to The Greens. When the temperature cools down and the landscapers start their leaf removal this area will be cleaned, dead branches and leaves will be removed, and they will continue to maintain this area. The golf course has been notified that no more dead branches are to be dumped in this area.
Fran Oroson (FO) said she had seen Eric Aldridge and asked him about the landscaping at the top of the hill. He said they were still planning on doing the promised landscaping. They are just waiting until the land just beyond The Greens has been cleared away.
GP said he would check on the cost to rent the club house at the golf course for the Annual Homeowners Association Meeting. If we can rent this room we will be allowed more time for discussion at the Annual Meeting. Last year we were forced out of the library before business was taken care of. The Annual Meeting will be held in January, at which time the budget will have to be approved, other issues presented, and three board members will need to be elected. A nominating committee will be appointed in October. It was suggested that a sheet be provided at the picnic asking anyone interested in being on the nominating committee or being a board member sign this sheet.
JG presented his language for revising the CCRs regarding rental properties. JCP will give this to Attorney Weaver to be put into “legalize” language. This is a proposal that will need to be presented to the homeowners, and to change the CCRs we will need a two-thirds majority vote. The issue at hand is: Nashboro Greens has reached the maximum number of rental properties which puts all of our properties at risk for re-sale. Typically mortgage companies will not lend money to buyers if they are moving into a subdivision that has more than 10% rental properties. In brief, the Board is suggesting that effective February 1, 2007 that any unit currently being used for rental property or any current homeowner who wishes to use their unit as a rental property in the future may do so. However, anyone who purchases a unit after February 1, 2007 will have to use the property as their residence. After Attorney Weaver has had a chance to review and reword the Board’s proposal, a letter will be sent to the homeowners explaining the merits of this CCR change.
The next Board Meeting is scheduled for October 5, 2006 at the home of Jim Grinstead. The meeting was adjourned.
