Gary Petersen opened the meeting. The June Minutes were approved as written with no changes, deletions or corrections.
Jim Curley distributed the June 2006 Financial Statement. We have seven homeowners who are delinquent in paying the association fees totaling $2,270. One has been turned over to Attorney Bill Weaver for collections, two have been sent demand letters and three have been sent letters from Jim Curley Properties (JCP). Once the late fees are turned over to the attorney for collections, there are attorney fees and court costs added to the amount the homeowner will owe.
Matty Mathisen suggested that Jim Curley let the Board know when new homeowners move in, so one of us can make contact with them. The Board voted that letters be sent to the owners of properties that are being rented, requiring that JCP be notified within 30 days when renters move in or out with the names and phone numbers of the renters.
The Greens has the maximum number of rental properties that lenders will typically allow. The Board has requested that JCP check with Attorney Weaver to see what the Association would have to do to change the CCRs regarding rental properties. Jim Grinstead agreed to write this proposal up for Attorney Weaver to review. After this resolution has been written and approved by the Board and Attorney Weaver, then it will have to be sent to all homeowners for a vote before it can become part of the CCRs. The Board is suggesting that all current homeowners will be able to use their condos as rental property; however, if they sell their unit the new owners would not be able to use their unit as a rental property. Nor would any new owners coming in be able to use the unit for rental property. Therefore, if this resolution should become a part of the CCRs it would not affect any current homeowners.
JCP, Gary Petersen and Jim Grinstead walked the property to check the list made up when Gary Pertersen and Fran Oroson walked the property on May 26, 2006. The French Doors still have not been replaced with a garage door on unit 142. JCP has contacted the contractor, the homeowner and the property manager (this is a rental unit). After the initial contact with the homeowner he has received no further communication. Therefore, this has been turned over to Attorney Weaver for legal action. Fran Oroson suggested that if this situation has not been resolved in a reasonable period that a $100 fine be imposed on the homeowner until it is resolved. The Board agreed with this and JCP will notify Attorney Weaver of this fine so he can pass this on to the homeowner. Greenvale moved the model home out of that unit in April, so the contractor/homeowner has had ample time to have the French Doors removed and the garage door installed.
The last of the No Parking signs should be in place by the middle of August. Once they are in, then the visitor spaces will be for visitors only and cars parked in these areas will be monitored and violators will be towed.
JCP continues to play phone tag with NES regarding new street lights. However, with the expense of installing new lights and the cost we just paid for a new roof on building one, this project may have to wait for awhile.
It was suggested that when JCP receives a work order that the Board been notified. The Board requested they be notified of the following dates: 1) when the work order is received, 2) when it is scheduled to be done, and 3) the date it is completed. The Board has received a few e-mails regarding the time it takes to have things taken care of.
Lawn care, particularly with Phase Two, has been a concern. Greenvale did not always seed the back yard of the units they built. JCP continues to try to get Greenvale to come back and correct this problem to no avail. Fran said she would try to contact Vastland (Eric Alldridge) to see if they will do anything. If none of this works, we will have to correct the grass problem in the Spring. This Fall we want to have shrubs planted at the end of the buildings facing Nashboro Greens.
The roofing on building one is nearly complete, should be complete the week of August 7th. There was more damage to the roof than was expected, so our cost has gone up somewhat. The final invoice has not been received. When JCP receives the invoice, he, Gary and Jim will check to see that everything has been completed to satisfaction and then will approve payment. The cost will be approximately $22,000. The Board instructed JCP to use $13,000 from the Reserve Account and $9,000 from the Operating Account to pay for this invoice. This is a big hit for the Association, but we can all be thankful that we did not have to levy an assessment to pay for this repair work.
JCP is now checking in to the cost to have Phase One units pressure washed this Fall. This was a project that the Board had approved before we discovered a new roof would have to be installed on Building One.
The Greens annual picnic will be September 23rd. Fran will make a list of things needed for the picnic, and Jim Grinstead will write and/or make contact with local vendors for contributions. Notice will be sent to the homeowners announcing the picnic.
Because there is so much going on for the rest of the year, it was decided that the Board would meet monthly again for the remainder of the year. A nominating committee needs to be appointed for election of Board Members, the annual meeting needs to be planned and the budget needs to be reviewed.
The next Board Meeting will be September 7th at Fran’s home. The meeting was adjourned.
