Attendance: Terry Emery, Jim Grinstead, Jeff Nelson, Fran Oroson, Gary Petersen, Jim Curley,
Gary Petersen opened the meeting. The March Minutes were approved as written with no changes, deletions or corrections. Gary suggested that the Board start meeting every other month rather than monthly. Jeff Nelson made the motion this be passed and Terry Emery seconded the motion. The next Board Meeting will be June 1, 2006.
Jim Curley reported the French door on the Greenvale Model Condo will be removed and a garage door will be installed. He has made contact with the homeowner, who lives in California. This change will be made either by Greenvale, the homeowner, Morrison Management Company or the Nashboro Greens Association. If the Association has to have the garage door installed, the homeowner will be billed for this expense. Greenvale should have made this change as soon as they closed the rental office.
The homeowner who installed a hot tub before it is approved by the Board still has not provided the requested structural report stating the existing deck can support the weight of the hot tub, nor has the Board received the requested written statement acknowledging the Association will not be responsible for any damages caused by the hot tub. If these requested requirements are not received, the hot tub will be removed.
Shacklett Decorating Company, Inc. and Jim Curley Properties have made their preliminary walk through of Phase One of The Greens. As soon as weather permits they will start making repairs and painting. They will start with the first building on the right as you come into the community, then they will cross the street and do the first building on the left side of the street, then across the street again to the second building on the right, etc. They will continue this way until they get to the last condo building before the road leading out of the community. Next year the rest of the condos will be done. The Board reviewed the Proposal submitted by Shackett and approved the following items: painting the bay windows ($65 per window), pressure washing the units ($235 per unit) and any exterior painting that is required.
Metro engineers will be coming out to check on the available wiring for additional street lights. It appears the developer may not have included any space for additional lighting. If this is the case, then it will cost the Association substantially more to install new street lights. Terry requested the PUD plans be reviewed to see if the developer is required to provide the community with the wiring needed to add street lights.
Jim Curley reported that we have six homeowners who are delinquent on their association fees. Letters have been sent to three homeowners and three homeowners have been sent demand letters. If the back association fees are not paid as required in the demand letters, then the next step will be to go to the attorney. All costs associated with attorney and/or court costs and delinquent associations fees will be paid by the homeowner who is delinquent not by the Association.
Further investigation has been completed regarding the closing of the street at the top of the hill. The fire marshal came out to inspect the area where we wanted to close the street. They said they would not approve having the street closed because there is not enough room for the required turn around for their fire trucks. More information and details regarding this will be provided in the next letter sent to the homeowners and on our website at www:nashborogreens.com. Terry suggested that Jim Curley Properties investigate the possibility of putting in high speed bumps at the top of the hill and at the street at the end of Phase One. We could have more traffic through our community once the street is opened. We already have a couple of homeowners who speed through the community, this is a potential “disaster waiting to happen”.
Jeff brought in the signs that will be placed in our visitor parking spaces. The visitor spaces are for visitors only, all other cars will be towed at the homeowner’s expense
Jim Curley is to meet with the landscaper to discuss some concerns the Board has heard about regarding the landscape workers. The quality of work is not what is has been. Also, we need to have some areas re-seeded and aerated.
It was decided that The Greens Annual Picnic should be held in the fall. If the common area at the end of Phase One can be cleaned up by then, this is where we will have the picnic. One of the clean up projects needs to be the dog droppings that pet owners are ignoring. Metro has a city ordinance with requires pet owners to clean up after their pets. This is an ordinance that needs to be impressed on the pet owners in our community. The Board has received a number of complaints about pet droppings.
Gary brought a copy of the delinquent list from the Master Association and a copy of the budget for the Master Association. There were a number of concerns with the budget, and the Board asked Gary to make contact with the Master Association for an explanation to these concerns.
It was agreed that it is time to send the homeowners another newsletter to let them know what the Board has been doing to improve our community. This letter will be sent out before the end of April.
